Cross Hatch Stitch

This month, in Paris, in multiple locations, I saw several women who were accompanied by men of varying ages. They looked quite silly in that the women were wearing baby doll clothes that were pink and white, with bonnets petticoats. What was that? We had our own theories but would prefer something a little more concrete.
